The project's statement is to create a center of development for the proposed area by serving as a cultural node for the whole region. The project aims to push development along the northern axis of the Nile and to act as a reflection of the surrounding context. 

The design creates the appropriate setting for this pull of development along the Nile. The push-pull effect becomes clear in the project's approach regarding understanding the surface of the site by emphasizing areas of climax and areas of emergence.
